Poor home insulation means that there is almost nothing keeping heat from escaping the home rather than staying inside and maintaining warmth. Thankfully, the Australian government has decided to step in and help Australians save money on heat and reduce the nation’s carbon footprint through a new ceiling insulation rebate program. This rebate of up to $1,200 can be used towards the installation of better ceiling insulation in homes. For some owners, this is enough to cover the entire cost of upgrading insulation in most homes. For others, this means they will be very little out of pocket.

Great news, right? But with people more concerned about money than they have been in some time, how can homeowners afford the somewhat pricy proposition of having professionals install new insulation? The program has been designed to make it easy for Australians to upgrade by letting them get an estimate from 2 installers and have the work done – the government pays the installer, meaning that the homeowner incurs only a minimal expense, if any at all.

Almost all Australian residents are eligible to take part in the program. The requirements are being a citizen or permanent resident of at least 21 years of age whose existing ceiling insulation is rated .5 R or less. Even landlords and tenants are able to take advantage of the program; ceiling insulation rebates of up to $1,000 are available for rental properties. It’s easy to use this program as well: the 2 installers provide a quote and the chosen one handle all of the necessary paperwork – in many cases, it is essentially getting an insulation upgrade free for the asking! Most homes can have their ceiling insulation replaced with more efficient material for between $1,200 and $1,600, a cost which is within the bounds of the rebate.

A roof which is not properly insulated can represent up to 35% of the heat in a home being lost. This nationwide ceiling insulation rebate program is projected to lower the energy bills of approximately 2.9 homes across the country as well as significantly reducing the amount of greenhouse gases emitted in Australia. The rebate program began in July of this year and will be available to Australians until December of 2011. By upgrading your ceiling insulation, you can benefit not only in terms of lower heating bills, but you can also enjoy a warmer home – both benefits well worth having, especially since the new insulation will be free for the majority of citizens.

The ceiling insulation rebate program is a relatively small part of the national $4 billion stimulus package, but is one which will provide tangible benefits for every citizen who chooses to avail himself or herself of the rebate. The government is hoping to foster awareness of the importance of energy conservation and fiscal responsibility through this program as well as helping to protect the environment from the consequences of greenhouse gas emissions.

The program is eligible to a owner-occupier or beneficial-owner if they are a legal Australian citizen or permanent resident who is of legal age. If it is a rented property the landlord must be an Australian citizen or permanent resident. If a corporation owns the dwelling, they must be registered with Australia and approved to operate in the country. A tenant may request the ceiling insulation rebate if he or she has expressed written consent from the landlord to install the insulation.

Not everyone is qualified for the rebate program. Additionally, those who received the Solar Hot Water Rebate program are ineligible. Those who applied or received assistance from the Homeowner Insulation Program or the Low Emission Assistance Plan for Renters are ineligible for the rebate. The rebate will not be honored if residents utilize a provider not on the registered list. Buildings that are owned by the country or state are ineligible for the offer. If quotes are not received independently, the homeowner will not receive the rebate.

In order to take advantage of the rebate offer, residents must follow a strict set of rules and regulations. Starting 1 December 2009, residents must seek two quotes from independent operators that are listed on the Approved Providers document. Residents must complete, sign, and deliver the Work Order Request form. The program does not cover those who are repairing or tidying up previous insulation, which is referred to as Negligible Effectiveness.

The ceiling installation must be installed in relation to the set technical guidelines that determine the rebate eligibility. Insulation must cover the entire ceiling and meet the mandatory thermal requirements. It must be a new installation, and meet Section IV of the Program Guidelines document. The insulation must comply with other variables, including heat flow and climate zone.

Once all conditions and paperwork have been complete the resident may initiate repair work. Residents can call 1800 808 571 to retrieve a list of approved installers. After ensuring that the installer services their geographic location, they should schedule an appointment for a written quote. Repeat the process with a second provider.

Before having any work performed compare the two estimates and select the one that is best for your house. Arrange an installation appointment with the contractor, noting their cancellation and other miscellaneous fees. Before entering an agreement with the company, ensure you are fully eligible for the rebate. You are financially responsible whether the government pays them or not. Follow all directions in order to prepare your residence for installation.

At the time of installation ensure that you have met all preexisting requirements and be at your house at the time of installation. You should request verification of their identification and other governing documents before allowing them to perform work on your premises. Once the work is complete, review the work order form and ensures everything has been completed accurately. If the cost of the insulation and labor exceeded $1,200, you must pay the difference. If the contractor determines you are ineligible, you will be required by law to pay the entire cost.

Once the installation is complete you will need to keep records of all documents, including quotes, invoices, receipts, and other financial data. You are required to keep all documents for a minimum of five years, as these documents are key evidence in audits. Note any tax documents you receive and furnish them to your preparer when it is tax time.

The Australian Government is offering insulation rebates of up to $1600 $1200 to homeowners .

*Update – Some unscrupulous insulation installers have been caught by authorities misleading homeowners into believing they qualified for the rebate. Unfortunately, they were unable to claim the rebate, and therefore, left having to pay the full amount of the insulation. It is important that you check to see if you fill the criteria.*

To qualify for the insulation rebate, you will need to fulfill the following eligibility criteria. Otherwise, you may be out of pocket after installation.

• You are an Australian citizen or permanent resident
• You are 18 years or over
• You are an individual. Companies or groups are unable to claim the rebate
• You are the owner and occupier of the property where the insulation is being installed
• You are required to have the permission of any other owners if it applies
• You have approval of your body corporate
• The property is older than 12 months
• You have not received the Australian Government’s solar hot water rebate after 3 February 2009
• You have not received the rebate for this property in the past
• The property does not have ceiling insulation or the current ceiling insulation has an R value below 0.5
• You have not received and will not receive state, territory or local government rebates for ceiling insulation which, when combined with the insulation rebate, will exceed the total cost of installing ceiling insulation.
• The ceiling insulation must be installed by an approved Government installer provided in the register.

The Landlord/Tenant Insulation Rebate

A landlord or tenant of a property may also apply up to $1600 $1200 insulation rebate under the Home Insulation program.

However, they are required to meet the following criteria;

A landlord, who is the owner of a property, may claim the rebate as long as

• You are an Australian citizen or permanent resident AND
• You are 18 years or over OR
• It is a corporate entity which has been incorporated in Australia

A tenant may, where s/he has evidence of the landlord’s permission to install the ceiling insulation and signs the Work Order form and giving a release on the landlord’s behalf, may apply for the rebate.

A landlord or tenant must also meet the following criteria;

• You are the owner and occupier of the property where the insulation is being installed
• You are required to have the permission of any other owners if it applies
• You have approval of your body corporate
• The property is older than 12 months

The Australian Government has made it quite clear that in order to qualify for the $1600 $1200 insulation rebate, the individual or company who is contracted to install the insulation must;

a. Meet Australian Insulation Installation Standards AS 3999-1992

b. Meet the insulation product standards – AS/NZ. 48591:2002

c. Comply (as a minimum) to the specified R-value of Climate Zones and Council Regulations

d. Be listed on the Government’s Installer Provider Register or The work must be carried out by an installer that meets the government minimum competency requirements or supervised by an individual that satisfies these competency requirements and who signs off their work on the Work Order Form.

It is also important that the individual or company be listed on the official Insulation Installers register with the Government. To do so, they need to:

• Have completed an OHS course and
• Either have;

- At least 2 Years experience in installing insulation
- A trade license such as builder, plumber or electrician or have
- Completed a Government approved 2 day Installation course
- Or supervised by an installer that meets the above criteria and signs off on all the work performed.

As the only main competency requirement is that a company completes a basic 2 day course, you may want to use choose a company based on other requirements.
